Completion of the Parish Plan
The plan has now been completed and there will be a public meeting in Trewoon village Hall on Wednesday 2nd June at 7.00pm.
The draw for the cash prizes will take place during the evening.

Minutes of the meeting of 29th June 2009 were signed as a true

Discussion. It was decided that the Parish Plan Questionnaire was
ready to be sent out. Robert Meldrum gave out CDs of his latest draft
to each members of the Group. Debbie, David and John will have
copies as well. Martin explained that the Polgooth Times will be
collated and delivered on Thursday 13th August 2009. This gives us
time to finalise the draft. Robert will contact the printers, Heavens
Above, Martin gave Robert the printer's letterhead. Robert will be
away from Sunday 26th July to Wednesday August 12th 2009. Any
last minute alterations to the final draft must be sent to Robert asap
at meldrumqa@talktalk.net. Jonathan will send Robert a photo of the
South Polgooth mine.
Anna still wants 'archive' photos of the villages for the Trewoon Fete.
She will be setting up on Thursday 23rd July at 9.00am helped by
Sally.
Sally will not be able to attend on Friday 24th so Martin will be there
all day. On Saturday 25th July Anna will be there all day and Sally will
help. Jonathan will show Martin how to 'build' the Excel spreadsheet
and so the return envelopes will be addressed to him. Anna said that
there was money to pay for expenses incurred by Robert, Martin,
Jonathan and anyone else. Anna will print 'sample' Questionnaires
for the Fete so that people can see what is involved.
Distribution. The number of properties in the Parish is uncertain but
about 600 will be sent out with the Polgooth Times. Sally will organise
Trewoon and the Community Group will distribute in Sticker. Martin
will contact the Royal Mail about the Freepost labels and Larry Budge
about obtaining a current list of households.
The next meeting will be on August 12th at 7.30pm in the Church
rooms, Chapel Hill, Sticker for a chance to 'stuff' envelopes for the
Polgooth Times on Thursday 13th August.

Discussion. Anna has received the village photos taken by Martin and sent to her by Jonathan. She has printed them and they have come out well. For the exhibition on the 23rd 24th and 25th July 2009 at Trewoon Village Hall, Anna would like some 'archive' photos. Polgooth has lots of old photos in a cupboard in the Village Hall. Debbie and Madge were asked to find some for Sticker. Martin will ask Larry Budge if he has any of Trewoon. Photocpies of photos should be sent to Anna at ECCVS. Unit 3. St Ingunger Country Offices. The Group had received two prices from printers, Pegasus and Heavens Above. It was decided to accept H.A's price of £625 for 1,400 copies (we may need 1,450 copies) with 14 pages in black and white and a cover printed in colour on 130 gsm paper and black and white on pages 2 and 15. They can also provide envelopes with printed return address and 1600 in plain white for £128. Vat is chargeable on these prices but the Parish Council will pay the printer's bills and re-claim the vat.
It was also decided that completed Qs could be returned to the three village Post Offices (but not pubs and hairdressers).
Anna spoke of the prize money. Robert has mentioned this in the Q, 3 times! Personal details will be filled in by those wishing to have a chance of winning 1X£100 or 2X£50.
With two laptops working and several hard copies the Group went through the draft and Robert incorporated aany changes that were agreed on his laptop. it was agreed that a Data Protection notice should be incorporated in the document. Martin minuted the group's thanks to Robert Meldrum for his work on the draft Q. Jonathan will send the photos of the villages by e-mail.

Anna asked for some photos of the villages for the Parish Plan exhibition to be held in Trewoon in July, (Martin has taken these and given the memory card to Jonathan who will e-mail them to Anna). Anna had produced some posters about the Parish Plan. Larry Budge does not want his name on them so Martin's name and address will be on the poster. It was decided that the questionniire should be 16 sides of A4 or 4 X A3 folded and stapled. Pegasus Print have quoted £534 plus vat for this with a colour front and back cover. The Parish Council will pay for this and reclaim the vat. Madge will get a price for the same from Heavens Above so we can compare like with like. Robert had produced draft copies of the Questionnaire and members were asked to get people's reaction to it. J.C. had 2 approvals. Robert had 4. Madge had 2 and Linda had 3 approve. Each 'specialist' category person then made his or her comments to Robert. David gave him a list of what his shop can supply. Martin suggested taking out all references to under fives. Jonathan read out his suggested introduction. Robert will take all these comments on board. Veryan Jones will write her eco-town description. Discussion. Martin had photocopied several copies of the draft parish Plan questionnaire that
Robert Meldrum had printed from the recommendations from the previous meeting. The authors of
these were asked to read them and bring any comments to the next meeting. Debbie kindly offered
to photocopy any future material. Robert also handed round comments made by 'Tracey' on the
draft. John Lamble had received an 'Environment Survey' for Polgooth and Trelowth from Annette
Egerton's address and coming from Chris Dodwell.
Prizes. It was decided that prizes should be offered to those who had completed their
questionnaires. Jonathan suggested lottery tickets. The Treverbyn form had offered £100 first, 2X£50
second and book tokens for the youth and child sections. It was felt that book tokens did not
appeal to young people. The suggestion of gift vouchers from WH Smith or Argos etc was made
Members were asked to think about this and report to the next meeting.
Cover It was felt that the cover should be in colour. Various suggestions were made and the most
popular seemed to be a Parish boundary enclosing colour photos of the three village Post Offices.
An informal photo of some children playing on some play equipment was suggested Jonathan
offered to 'lend' his children for this.
2nd page. Jonathan offered to draft out an introduction to the questionnaire. Completing the forms
'on line' was also discussed.
Cost and numbers. Martin offered to obtain from Emma or Anna an estimate of how much money
was available. He has found out the cost of 'Freepost' from Royal Mail. The annual licence costs £
76.70 but the cost of posting an A4 (large letter) envelope is reduced from 47pence to 42.5 pence.
There are over 1,400 addresses in the Parish. Assuming a return rate of 800, the postage cost
would be 800X42.5 or £340 plus licence. Adding the cost of printing, envelopes etc the cost might
be £900 plus. Martin will ask Emma or Anna to whom the forms should be returned, the cost of a
colour cover, how to get quotes from printers and where to buy envelopes, etc.
Date of the next meeting was to be Monday 18th May but Martin and Jonathan have a Village Hall
meeting that night so the next meeting will be on Monday 25th May 2009 at 7.30 in the Sticker
Methodist Church Rooms.
Minutes of the meeting held on Monday, 6th April 2009 in the Church Rooms, Chapel Hill, Sticker.

As the meeting was held, primarily, to hear what the Clay futures Team had to say, the meeting was
informal and firstly, each member introduced him or her self to the three Clay Futures Team
Members, Veryan, Juliet and Veryan.
Juliet Rose, from the Eden Project, gave out leaflets which gave the dates for the meetings to be
held in the villages which would be affected by the proposed eco towns, namely Nanpean, St
Stephen, Bugle, Tywardreath and in St Mewan Parish, Trewoon. The dates for Trewoon are 23rd -
25th July, Thursday 12 noon - 5.00 pm, Friday and Saturday 9.00am - 5.00 pm.
There was much discussion about whether the proposed questionnaire should refer to the proposed
eco town in Trewoon. Veryan said that she would write an unbiased description of what the term eco
town meant for inclusion in the questionaire. Some members of the steering group expressed
scepticism about whether the eco town was wanted or indeed, in view of the current economic
downturn, would ever be built. Reference was made to a report by a national firm of accountants,
Pricewaterhouse Coopers, which put the cost of the eco towns in the Imerys area at £190,000,000.
Financial input would be required from County Highways for roads, from Cornwall Education Dept.
for two schools. British Rail for a new rail station at Blackpool, etc. The Clay Futures Team left the
meeting. The Chairmen then asked those members of the Steering Group who had been given
categories to work on, to speak.
1). Linda Julyan spoke on housing.
2). Jonathan Childs spoke on transport.
3). Robert Meldrum spoke on environment, sport and leisure.
4). Sally Bourton spoke on local businesses.
5). Madge Mitchell spoke on youth.
It was generally felt that each speaker had got the balance of the proposed questions right and
Robert Meldrum collected all the notes from the speakers and offered to collate them and print a
draft questionnaire from them.
It was agreed that Robert would send the results to Anna Hoyle who would photocopy them for the
next meeting which will be on Monday 27th April 2009, in the Church Rooms, Chapel Hill, Sticker at
7.30 pm.

The minutes of the meeting of February 23rd 2009 were signed as a true record by Madge Mitchell. Matters arising. At the last meeting, Martin had handed out ten copies of the adapted Treverbyn Parish Plan questionnaire and those atttending were asked to read their copy and make comments. Anna Hoyle said she was expecting some people from the Clay Futures Project to speak to the meeting but no-one had arrived. Anna will send copies of the C.F.P. to all members by e-mail. Anna said that there will be meetings held in Trewoon Village Hall on 23rd - 25th July 2009. Martin said that Cllr Sandra Best, Chair of the Parish Council Planning sub-committee, had given him two pages of possible questions about the proposed eco-town on the Blackpool pit and dryers site between Trewoon and Lanjeth.
The Steering Group then commented on the draft questionnaire Martin had adapted from
Treverbyn. In general, it was felt that the draft document was too elaborate and needed thinning
down. Each member was asked, with Anna's help, to comment on each of the 17 pages of the
draft. After we had done this and Martin had made notes of what had been said, the following
categories or interests were allocated:-

Minutes of the St. Mewan parish Plan steering group meeting Monday 23rd February 2009

Martin explained that the last meeting, which was to have been held on Monday 2nd Feb. 2009 was not held because of the snow. As Anna Hoyle was present, he asked everyone to tell her what interest they represented and a little about themselves, which they did.
Anna then told the meeting about herself and what her role would be in bringing the Parish Plan into fruition. She explained that RBC were paying her to devote a day a week to St Mewan. She would help in any way she could. She also explained that as RBC would not exist after the end of March 2009, the "free" postage and envelopes and return postage for the questionnaires that Cllr Fred Greenslade had told us he had used in St Dennis would no longer be available. In Anna's experience, the best way to get a good response was to hand deliver and collect them. Members from Trewoon and Sticker seemed to think this could be done. If the questionnaire could be agreed on by mid-April 2009 it could be delivered with the Polgooth Times (about 550 copies) It was thought that there were about 1,400 households in the Parish. We then discussed whether households living on the Parish boundaries, e.g. along the road from London Apprentice, past Five Turnings to the Parish boundary at Hewas Water and at Lanjeth and the anomaly of a few houses in Edgecumbe Green should have a form or not. Martin pointed out that the Electoral Roll was the deciding factor. This point will have to be decided on. Another point raised was the question of how many forms were to be delivered to each household. This is covered by the inclusion of 'if you want further copies of this form, then phone 01726 ????? Martin had printed out ten copies of the 'adapted' Treverbyn questionnaire which everyone was asked to take with them and make as many comments as they wished for the next meeting. Anna said that there would be a collation process in response to the questionnaire which would have to be done by someone. Also a day should be arranged for the responses to be made public and note taken of the comments before the parish Plan is published. Minutes of the last meeting of Monday 17th Nov. were read by Mrs Mitchell and signed as a true
record with an amendment from Emma Grigg. Matters arising: Mrs Mitchell read out the five replies
that had been received from Sticker.
Cllr Greenslade attended the meeting because of his knowledge and experience in writing the St
Dennis Questionnaire and Cllr Egerton attended as leader of RBC.
Cllr Greenslade gave the meeting some very useful information about the Parish Plan Questionnaire.
He said that that from St Dennis had cost £6,800 £500 had come from the Parish Council and the
rest from RBC and CRCC. The format was A4 in large A4 envelopes which RBC had posted out to
1,034 households. About a third had replied some had been handed in to various addresses listed
and the rest posted back to RBC in franked envelopes included with the Questionnaire. RBC had
printed the Questionnaires, supplies the address labels and covered the cost of postage. All St
Dennis had to do was to stuff the 1000 plus envelopes and deliver them to RBC for posting.
The matter of who was going to draft the St Mewan Plan Questionnaire was raised. Cllr Greenslade
described how this was done in St Dennis. The draft was displayed via a laptop computer and
projector to a meeting. This saved a lot of printing. The draft was displayed, page by page, and the
format agreed. Then the finalised format was printed by RBC. Emma Grigg said her department
could supply a laptop and projector for a similar meeting for St Mewan. Emma will let Martin have
the St Dennis and Treverbyn Questionnaires on a CD so that he can adapt them for St Mewan. It
was suggested by Cllr Egerton that Cllr Amelia Lake might help to format the Plan and analyse the
returned forms. Mrs Egerton also said that Wildworks would help as Trewoon had been
chosen as an Eco Town. Contact with Wildworks would be made through RBC. The Chairman
thanked Cllrs Greenslade and Egerton for attending the meeting and for their valuable input which
had been most useful. It was decided y Mrs Mitchell, Martin Barnes and Emma Grigg that we had
enough knowledge to draft the Questionnaire for the St Mewan Parish Plan and Martin will collect
the CD from Emma and start on the draft.
The next meeting will be to view and discuss the draft Parish Plan Questionnaire for St Mewan and
will be held on Monday 2nd February 2009 at 7.30 pm in the Sticker Methodist Church Hall Chapel
Hill, Sticker. This date has been changed as Martin has a Polgooth Village Hall AGM on the 26th
January 2009, the original date.
On the 17th November 2008 a further meeting of the steering group took place.
Minutes of the meeting of Mon. 22nd Sept. 2008 were read by the chairman and approved as a true record with the spelling of Marion Barrett corrected to "Barratt" and signed by Madge. Matters arising:- Emma Grigg said that the drafting of the Parish Plan questionnaire should be put off until another meeting in December with distribution towards the end of February, 2009. CRCC can conduct training on questionnaires but will not design or print them. Eemma can get quotes for printing at RBC, who will charge for paper but not Labour. Martin agreed with having another meeting as Sticker did not feature in the Wishing Well replies that he had picked up from Polgooth shop that morning. Madge had sorted through the replies and found quite a lot from people outside the Parish - mainly from St Mewan School children. It was thought that a lot of people did not know which Parish they lived in! Martin will look at the replies received fro m Polgooth and Trewoon and summarise them in these minutes. Madge said that she will get a suitable box for replies for replies from Sticker shop, pub and hairdressers, etc. She will ask Larry Budge to produce "reply" cards for Sticker. Parish Plans already used. Emma gave out more copies of existing parish Plan questionnaires. The committee looked at these. Kay thought that Fowey was good. That from St Dennis was also favoured. Martin asked Emma if each village should have its own questionnaire as the needs of each were different. Emma said that this is not necessary as priority of need will be evident. Ian asked Emma what the time line was between distribution and collection. Emma replied that 2-3 weeks was usual and hand delivery and collection would produce a higher response. She said that Wild Works could help with publicity for the Plan. Future meetings:- Another meeting of the Steering Group will be held on Monday 15th December 2008 to receive replies from Sticker. Same venue at 7.30 pm. On the 22nd September, at a meeting of the Steering Group, discussion centred on developing a suitable questionnaire to be delivered to residents of the parish
Members are now considering the various issues dealing with their respective villages and these ideas will be compiled to produce a relevant document over the next few months. In the meantime a "wishing well" will be circulated around the villages – starting at Trewoon and spending two weeks in each village hall or post office. Residents can then register their wants and ideas for their village. On the 20th October - for one week - it will also be situated at St. Mewan School to allow children to give their input.

On the 1st September a steering group committee meeting was held at Polgooth village hall. Several parish councillors were present plus 26 members of the public. Emma Grigg and Tracy Edwards from Restormel elaborated on the project, drawing attention to the fact that the plan would cover all daily issues ranging from planning to footpaths and from open spaces to assisting village halls and other local groups to obtain grant funding.
After a question and answer session, those prepared to sit on the steering group were asked to give their details to the parish clerk.

On the 23rd July at the parish council meeting it was reported that because of construction difficulty the Twiggy tree has been replaced with a Wishing Well. It was agreed that a display board is purchased to enhance future displays. Both these would be used at the imminent Merlin weekend in Sticker.
The wishing well is currently residing in Sticker Village Hall.

On the 15th July a meeting was held at Trewoon village hall to which all members of the public were invited.
Ms Emma Grigg gave a summary of the work necessary and involvement of the public in the preparation of the plan. Committee members would be necessary and it was felt that community groups should be asked for representatives.
It was decided to defer appointing a chairman until more publicity occurred and this should take place with a PC stall at parish events.
To further publicity it was agreed that
A "twiggy tree" be made for post it stickers to be used at events and give the project a theme.
St. Austell Volunteers Group be contacted
1500 leaflets be printed to get interest started and distribution be arranged. Post Offices to display spare leaflets.
Cllr Eastlake to try and get St. Mewan School involved.
To have displays at the Merlin event in Sticker on the 26th/27th July.
Next meeting at Polgooth village hall on the 1st September at 7.00pm

On the 27th February 2008 Emma Grigg from Restormel B.C. gave a brief presentation to council on how parish plans were prepared and the work involved. It is vital that the community at large are involved and should have a lot of input into the plan. She had prepared draft costings and had partially completed a form for grant application, which would need to be submitted by the 31st March. A substantial amount of funding would be available from Restormel and the CRCC – with the PC having to meet the remainder. Cllr Mrs Egerton mentioned that several local parishes had completed plans and found it advantageous.
The council then resolved to proceed and liaise with Restormel to take it forward.
